Solberg-regjeringen gikk i 2019 til angrep på UH-sektorens autonomi da de foreslo å overføre sektorens bygg til Statsbygg. Arbeiderparti–Senterparti-regjeringa lanserte Bevaringsstrategi for kulturhistorisk verdifulle kirkebygg 21. februar 2024, referert til i Prop. 1 S (2024–2025) og (2025–2026).
